Our Mission
Our mission is to empower behavioral health organizations, community wellness initiatives, and practitioners to harness data-driven insights, illuminate pathways to equitable, sustainable change, and transform knowledge into action that sparks measurable impact.
Our Vision
We envision a future where our expertise serves as a guiding light, helping organizations use data to improve care and empowering clients to shine their own light, creating a cycle of hope, clarity, and wellness.
Our Values

Human-Centered Practice
Every dataset tells a human story. Our social work lens keeps people, not just numbers, at the heart of every analysis.

Equity
We build systems that reflect and serve diverse communities, while also using data to uncover disparities, ensuring that progress is inclusive and just.

Clarity
We turn complex data into stories that inspire action.

Empowerment
We teach organizations to use their own data to lead change.

Sustainability
We design frameworks that last, not quick fixes.
Data is more than numbers. Behind every dataset is a life, a story, a community. When we honor both the numbers and the people, we create change that lasts.

About the Founder, Jessie Holston
Founded by Jessie Holston, MSW, Kwelanga Minds & Measures, LLC bridges the worlds of data analytics and social impact. With over 15 years of experience in behavioral health, community-based services, and social-impact initiatives, Jessie brings a deep understanding of the human side of data, where every number represents a story, a life, and a system striving for better outcomes.
Growing up as a child of an incarcerated parent and on welfare, Jessie experienced firsthand how statistics and societal perceptions can obscure the humanity behind real lives. She saw how data, labels, and assumptions, when misunderstood or misapplied, can reinforce biases and limit opportunities. These experiences fuel her commitment to ensure that organizations use data not just to measure, but to truly understand the people they serve. At Kwelanga Minds & Measures, Jessie brings this perspective to every partnership, helping agencies, community collectives, and practitioners turn numbers into insight, insight into understanding, and understanding into sustainable, equitable change.
Her expertise spans grant compliance, outcome evaluation, and data system design, helping organizations not only meet requirements but thrive beyond them. Jessie’s work is guided by the belief that data isn’t just numbers, it’s a tool to understand the people you serve, the systems you operate in, and the impact you can create. Through a trauma-informed, equity-centered, and outcomes-driven lens, she helps organizations move beyond metrics to achieve meaningful, measurable change that benefits both the organization and the communities it serves.
At Kwelanga Minds & Measures, we believe lasting transformation begins when organizations truly understand the people they serve. We empower agencies, community collectives, and practitioners to build data-driven systems that not only enhance client outcomes but also help organizations reflect, learn, and grow in ways that strengthen equity and foster continuous improvement.
Our work goes beyond collecting data. We guide organizations to interpret, apply, and sustain practices that align with their mission, elevate their programs, and deepen their understanding of the communities they impact. In doing so, we transform data from a compliance requirement into a powerful tool for insight, empowerment, and equitable change.

The Kwelanga Impact Pathway™ (5 I’s)
At Kwelanga Minds & Measures, we believe data is more than information; it’s illumination. The Kwelanga Impact Pathway™ is our signature approach to helping organizations move from insight to lasting transformation.
Rooted in social work principles and guided by equity, this pathway centers people at every stage, ensuring that data serves as a light for growth, understanding, and sustainable impact.
- Illumination (Discovery Phase)
- Every transformation begins with light. We start by illuminating the unseen, identifying service gaps, inefficiencies, and inequities through data exploration and collaborative assessment. This clarity helps organizations see where change is most needed.
- Integration (Alignment Phase)
- Next, we connect people-centered practice with data-centered systems. Through training and strategic alignment, we integrate measurable outcomes into daily operations without losing sight of human impact.
- Inspiration (Application Phase)
- With systems aligned, we turn data into actionable insight that inspires teams to take confident, informed action and tell stories of progress.
- Impact (Sustainability Phase)
- As organizations apply insight-driven strategies, they begin to see measurable, sustainable change, creating lasting impact that supports equity, efficiency, and client well-being.
- Illumination Reimagined (Legacy Phase)
- The journey comes full circle. Now equipped with data-informed clarity, organizations become a source of light, guiding others toward a sustainable, measurable future built on equity and continuous learning.
